Job Summary
The Emergency Communications Senior Supervisor (ECSS) will assist the Director and Associate Director of the Department of Emergency Management & Community Engagement (EMCE) by overseeing the overall operations of the Liberty University Emergency Communications Center (LUECC). The ECSS serves as a vital part of the EMCE Leadership Team. This position works under the supervision of the Associate Director of EMCE and in conjunction with the Director of EMCE.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Strictly adheres to Liberty University (LU) policies, representing the University in an exemplary manner.
  • Works effectively as a team member, embracing and fostering LU’s Christian model and Mission – Training Champions for Christ.
  • Oversees the daily operations of the LUECC and the allocation of personnel and resources.
  • Ensures adequate staffing needs are met for the LUECC.
  • Manages and maintains the LUECC staffing schedules.
  • Receives and evaluates complaints and suggestions from the LU Community, external agencies, and LU employees working within the LUECC.
  • Serves as the primary liaison for industry partners, including the Liberty University Police Department (LUPD).
  • Oversees workflow; conducts performance evaluations; makes decisions regarding recruitment, selection and hiring of personnel.
  • Makes recommendations regarding purchases of LUECC equipment and oversees all aspects of the equipment within the LUECC working with the Office of Security & Public Safety (OSPS) Information Services (IS) team.
  • Secures and maintains records of emergency calls received and dispatched.
  • Monitors and manages overall operations of the LUECC.
  • Testifies in court as needed.
  • Provides information to the public in regard to operations, directives, and procedures under the guidance of the Associate Director of EMCE.
  • Assumes primary responsibility for ensuring LU employees working within the LUECC follow all policies and procedures in accordance with national standards, Department of EMCE, OSPS, and LU.
  • Formulates, implements, and monitors regular maintenance of equipment.
  • Attends meetings with the Department of EMCE on behalf of the LUECC.
  • Official Criminal Justice Information System (CJIS) Terminal Agency Coordinator (TAC) for the National Criminal Information Center (NCIC) and the Virginia Criminal Information Network (VCIN).
  • Produces monthly progress report audits for EMCE leadership, Virginia State Police (VSP) Community Policing, and for CJIS certifications.
  • Assists in emergency response operations as needed.
  • Performs the duties of an Emergency Communications Dispatcher (ECD) and an Emergency Communications Supervisor (ECS) as needed.
  • Serves as the Alternate Quality Assurance Evaluator (QAE) for the LUECC.
  • Performs other related duties as assigned by the Director of EMCE, or designee.

SUPERVISORY RESPONSIBILITIES

This position serves as the direct supervisor over the four shift ECSs and manages the overall operations within the LUECC.

QUALIFICATIONS AND CREDENTIALS

Education, Experience, and Qualifications

  • To obtain LU-approved certification, individuals must be 21 years of age or older, possess a valid driver’s license with a minimum of five (5) years of documented driving history and maintain a clean driving record.
  • Must be at least 21 years old.
  • High school diploma or GED required.
  • Bachelors / Master’s Degree preferred.
  • Possession of or ability to readily obtain NCIC/VCIN certifications.
  • Must be able to pass a fingerprint background check.
  • Must be able to multi-task (i.e., communicating via radio and telephone at the same time, typing and talking at the same time, etc.)
  • Must complete CJIS TAC Training within six (6) months of hire date.
  • Must complete Quality Assurance/Quality Improvement Training within six (6) months of hire date.
  • Emergency Medical Dispatch (EMD) experience preferred.
  • Current first aid and CPR certifications.
  • A minimum of five (5) years in emergency services, public safety (police, communications or security), or emergency management.
  • Management of a Public Safety Answering Point (PSAP) preferred experience.
  • Ability to work under considerable pressure and stress in emergency situations.
  • Certified IS 100, IS 200, IS 700, IS 800, or complete within (6) months of hire.
  • Certified ICS 300, ICS 400, or complete within (1) year of hire.
  • Certified FEMA Professional Development Series or must obtain within one (1) year of hire.
  • A clear and solid record of performance.
  • Possess excellent written, verbal, organizational and problem-solving skills.
  • Maintain a calm demeanor when dealing with the public.
  • Have no convictions, felonies or crimes of moral turpitude.
  • Have no recent or prolonged use of Marijuana.
  • Have no possession of any illegal drugs such as cocaine, heroin, LSD, etc.
  • Be able to pass random drug testing to maintain employment.

ABILITIES AND COMPETENCIES ESSENTIAL TO THE FUNCTION OF THE JOB

Communication and Comprehension

  • Ability to effectively communicate both verbally and in writing to convey clear, well articulated information.
  • Ability to understand, speak, and write English to convey messages and correspond in an articulate and professional manner.
  • Possess public communication skills that allow professional representation of EMCE, OSPS, and LU to a variety of people within the University, the local community, and other outside partners.
  • Possess strong organizational skills and always maintains a tidy/professional work area.
  • Possess a propensity for discipline, proficiency, conduct, appearance, and strict attention to detail.
  • Computer skills including proficiency using Microsoft Word, Excel, PowerPoint and other training development and delivery software (e.g. RAVE, App Armor, etc.).
  • Demonstrates ability to establish priorities, manage shifting priorities, and handle numerous time-sensitive emergency calls for service both on the phone and radio.
  • Ability to serve the LU community with quick and efficient service and assistance to all callers and officers.
  • Demonstrates solid planning and organizational skills.
  • Demonstrates experience working independently and as part of a team.

  • Intuitively able to reason, analyze information and events, and apply judgment to solve problems of both a routine and complex nature.
  • Demonstrates creativity, problem solving, critical analysis, initiative, and decision-making skills.

Physical and Sensory Abilities

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.
  • Regularly required to hear and speak to effectively communicate orally.
  • May involve moving, lifting, and carrying material weighing up to 30 pounds and working in all weather conditions.

WORKING CONDITIONS

Work Environment

The working environment in which one will typically perform the essential functions of this position is primarily indoors, however outdoor work in all weather conditions may also be required at any time.

Driving Requirements

Use of the University’s vehicle may be required in the performance of the essential functions of this position. Proof of a valid Virginia driver’s license, an acceptable DMV record and liability insurance is required.
